Off-hand, it's Dvar, Assembly and Amazon who have hero skills which help snipers. Not all factions are a good fit for snipers. Tier 3 vehicles/mounts like the Tyrannadon are very versatile because of the melee and ranged options on offer. Tier 4 mount is the behemoth tank, so only useful if it has self-repair to keep it alive for as long as possible. Some have special abilities which are useful early on, like the motion suppressor for the Syndicate hoverbike. Some mounts aren't large, so they are less vulnerable to ranged attacks.
